so after about a day trying to fix it and searching all kinds of forums i finally found something that made it work a lot better. in fact the only thing i did was change it from full-screen to windowed or "windowed- funscreen". now i do not have the stuttering/freezing every 3-4 sec but it happens about every 30 sec. or so. I know it's far from perfectly but its way better then it was before...

False Alarm. The hitching went from every 3 seconds to every 30 but only for the first hour or so. Now everything is back to 3 second stutters. The false hope was nice while it lasted ☹️
