Yesterday I got this problem after reinstalling my window and don't know how to fix it until i search through the task manager and found a "resource Monitor" in the Performance tab and when the new tab open I found that there is a process called "" IDM....... Something"" That eat up about 20-25% of my CPU Usage so i end the process and the game run smoothly after that ( Until i got a directx error and Have to fix an error again).
I dont know that this will help or not but you can try and I dont know what is That Process but I think it is something related to the Internet download manager.
