[PC] Cullen's romance does not start - still the same (first) dialogue option

I have a problem with starting the romance with Cullen. I have the dialogue option indicated as "start romance with Cullen" (as far as I remember, the Inquisitor says 'I thought we can talk. Alone.')...

This means you have started already an relationship with somenone else, you have to break this to start with Cullen. It's very easy to start with Blackwall, I hadn't even noticed our relationship went deep. Maybe you flirted too often with him or another one, too? After you ended the other romance, Cullen will talk with you.

Figured it out. Even though I've ended the relationship with Iron Bull, meaning I clicked a dialogue option that said it would end the relationship and even he said we were done, it's continuing. And I can't stop it. The only option I have when I want to talk about us is to kiss him. I can't end it. I'm stuck with Iron Bull now. Which isn't really a bad thing, it's just not what I wanted to do.

At least you can do anything with Iron Bull, mine just doesn't speak to me. I had a cutscene when I first spoke to him at Skyhold and since then when I try to have a conversation I only can say him 'goodbye'. I'm wondering if it's a bug or something else. In Haven everything was all right.

Iron Bull's romance is pretty bugged from what I hear. He's locked a lot of people out. And then there's me. Locked in. Not a bad place to be I suppose.
