I found a work around I wanted to share after hours on internet forums and on the phone with EA support. Since discovering it, I have simply let the game stay up and running and have not closed it in over a week. Can't mess it up if I don't close it out.
Anyway, the temporary fixes involving command line overrides did not work for me. What did work was:
1. Clear the caches of Origin files. There are three places to find them. Two of them are under the Users files -- one in Local and one in Roaming files. Delete both of these. The third is in AppData (double check this one). Delete the files labeled "Origin". These are the cache files and not the exe files and you can verify the file locations by using google and type "clear Origin cache" to double check my recollection.
2. Launch Origin software manager. It will go through the process of rebuilding the files you deleted. Right click on the program icon for DA Inquisition in the Origin launcher. Go to properties. Check the box that says "prevent Origin ingame" or such similar language. Close out the properties window.
3. Launch the game. It should work now. At least it has for me.
As I said, I have gotten the game to run without the freezing/stuttering using this, but every time I close out the game I have to go through these steps again. Sometimes, it took several tries before it worked and the stuttering etc. stopped. Now, I just leave the game open when not actively playing to avoid all this pain in the arse workaround stuff.
