I can post my solution.
60 per second plays cutscenes perfectly for me, it is not an issue. However that was not the fix.
Even if I had powerful PSU, it seems it was either failing or not cut to support modern 3d cards like 970 GTX. Simply changing the Power Supply to a new modern one, fixed my issue with Dragon Age and other games. I suspect other might be having a similar issue where they think they have a powerful enough power supply but in reality it starts to be 5 years old and perhaps not supplying enough Watts OR Amps to keep the card happy.
One good indication may be that if you needed an adapter to 8-pin slot of a 3d card, that your power supply might be too old school. Not saying this is guranteed solution to everyone, but it might help some of you, and might be worth looking into.
