Try this:
- Make sure EA app and Steam are closed.
(Not just minimised siting in the try, completely closed!) - Press the Windows key and "R" at the same time.
- Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
- Delete the "License" folder.
- Test

@thebigguy09876 I took a look at the account. I do not see that your account owns Dragon Age Inquisition. I can see a handful of owned DLC but no base game.
When and where was the base game purchased? Was it from the EA app, Steam, Epic or a third-party retailer?
Where was the game redeemed?
Can you think of any other accounts that would have logged in to play the game?
Was the game played through EA Play?

was redeemed through epic. however i have tried to launch it from the ea launcher and it shows up as one of my games. no other accounts

how would i own all the dlc and not the game

Hi @thebigguy09876, because the DLC would have been purchased or downloaded through a separate account. When I looked there was no entitlement for a base game which means if you played it was done so through a different EA account. That is the only way that could happen.
