(PC) "What Pride Had Wrought" stuck (Spoilers) (Can't continue main story)

The opening of "What Pride Had Wrought" is completely stuck in my game.  I went to the War Table and got the Eluvien scene with Morrigan, and the quest tracker told me to go back to the War Table to ...

I thought I had the same thing too but it is there, it just isn’t lit up because it requires 40 power
