Potential problems may be language options (if you're fine with English audio and subtitles, I guess that won't matter), and, more importantly, connecting to the servers.
It is necessary to connect to the servers to use a custom world state uploaded from the Keep, to authorise any DLC (including the free Black Emporium). If the game isn't available in your country, I suspect it might be difficult to contact the servers (I could be wrong, I don't know where servers are located around the world, it's just a suspicion. Doesn't make sense to have them somewhere where the game isn't available).
