I don't even have mantle as an option, I'm running in Direct X 11. For my human warrior, this quest is broken.
Edit: User Yentsee found a fix for this quest: Circle the statue on horseback 3 times and it will work. Seems to work every time.
This solution verified. I had same problem. Riding around statue on mount worked for me.
