renamed the files and changing the settings did not work, in fact when i used the optimal setting on my native resolution the game was slower. tried doing a clean install of the latest driver did nothing. how do i check if i have capped fps?
Vsinc IIRC caps the frame rate to 60, or maybe whatever your refresh rate is set at...in my case if Vsinc is set to on for game or in AMD settings it caps my framerate to 60 no matter what other settings or game quality allows. Some find this a good thing if for instance you have an older game and it runs at max 200fps, your card/s may be stressed due to running max all the time and cause some overheating and since most games/monitors don't get much benefit from frames over 60 anyway, it is unnecessary wear and tear on hardware. Some programs and overlays can also do the same, such as fraps, and some streaming or sharing programs....team speak, etc...
I would also check your power profiles and make sure you have them set to maximum quality and nothing about saving energy thus making the OP system default to max usage available hardware for FPS instead of trying to run on a slim energy budget and just getting by.
Saw a post on another forum also about turning off HPET in bios for Win7-8.1 op systems to get some performance upgrades.
Also have you run temp monitors for both CPU and GPU?? Doubt it is an issue, but wander if something is overheating and cycling down?? Also what kind of CPU load are you running during all this?? Wandering if something is bogging down your CPU thus it isn't feeding your GPU and it is lagging.... I had a memory program that would run whenever my memory load got too high and it would take up 25% of the CPU clearing memory out....which at the time I had it was a very bad thing since the game used 75-90% CPU load to run and background programs and such pulled the rest, so whenever the memory program triggered, I would get horrible frame rates...found the culprit, uninstalled it and it smoothed out...Also wandering about individual core temps and loads....

how do i check power profiles? i'm currently using msi afterburner for gpu and cpu and realtemp as a second opinion on my cpu. the cpu load was around 80% the temp was in the low 20's in celsius, all cores read about the same amount of usage around 70-80%. my gpu usage on the other hand was in the thirties for both, the temp was kept around the 30s to 40s with afterburner controlling the fan. the power usage for both cards was as well reaching around 30%. task manager for some reason doesn't seem to be correctly reading my cpu usage properly, it always stays low near 5-10% utilization. hope this helps

Yeah, I don't think win 7 handles multi core display in task manager, as well as newer Win10.
I have found https://docs.microsoft.com/en-Process explorer a better option in many ways than task manager.
Unless the game is only using a couple cores, it doesn't sound like your CPU is bottlenecking the GPU...temps all look good if maybe a little bit low for the CPU, but I would rather it be low than high, unless it is a misread....25 C is 77 F or about room temp, so unless you have a really really good cooling system(water) I would expect to see a bit higher temps..my cpu usually runs around 50C.

ok i changed power options, don't see much of a difference though. looked into process explorer, and it was showing around 14% gpu, dedicated memory was 1.9gb, and system memory was 220mb. cpu was 70-80% all cores and dragon age inquisition was 50% within that. memory was around 12gb for system and 7gb physical, dunno if that means anything.

lol, it means it is a strange item that is causing the game to not really engage your GPU and thus run decently on your machine...
Things to look at if you have available....
1) Alternate cable HDMI-- will have lower refresh rate at higher resolutions but still should be availble in 1900x1000 60hz.
2) Change ports on both computer and display.
3) Alternate display port cable...
4) Alternate display...do you have another monitor you can plug into by itself..
I would reboot the machine after every test and change...yeah, pain but sometimes it makes a difference.
Odd alternative....open the case and remove one of the cards, reboot system and try out....if no effect, open system up, install other card in different location and different power connectors and retry...
