The difference in the "correct" destination folder is due to a change from the way things were done for the original "game+DLC as separate installs", to the way they're done with the Ultimate Edition "all-in-one".
The latter moved the expected location of the DLC from under the player's profile folder to under the game's. If a player is attempting to "do things by-hand", which is a really, really bad idea when it comes to the DLC, (and is usually, but not always, associated with pirated copies) then it's incumbent upon the player to know what they're doing.
