I'm still having this exact problem again and again, despite numerous Origin manual uninstalls, DNS flushes, reboots, and clean reboots, and runs as administrator. I'm at -28% downloaded with 16,777,216 TB to go (clearly just a coding problem)
To EA_Kristi: you mentioned your team is "looking into it", can you offer some more clarity there? Are Origin developers looking into potential causes for the glitch on the server side, or is your customer service team trying to identify client-side remedies for the issue?

I've been through two separate support chats, both of which have told me that they escalated the issue to some specialist team...that was 12 hours ago for the first one, and 6 hours ago for the second one.
I have not seen, nor heard, of any updates from that and outside of being told that hey, my DXDIAG shows no issues (which I already knew), I've got no information to change the situation...
And now why am I even worried about preloading, since the game has now been released......I can honestly say I am not very happy right now after over 60GB of bandwidth used to fail so hard at downloading something that is less than 30GB.

So I've confirmed that the problem persists after the game went "live" and the pre-load option became the "download" option. I did another round of uninstalls, reboots, and DNS flushes after the game went live and then clicked "download". Same issue.
At roughly 3.75 GB downloaded, the downloader suddenly regressed to about 2.0 GB downloaded, and then dropped again back to its starting point of 0 downloaded, and I'm staring at a progress bar of -11%.
To those who had this problem for pre-load, and especially those with data caps, I'd recommend not bothering with any more attempts to download this until EA figures out a solution. I'm seriously considering getting a refund from Green Man Games, and I think EA does that as well for purchases on Origin.
Also, for those with data caps - try getting Verizon FiOS if it's available in your area, they don't have data caps.
