Preload Download Progress Keeps Regressing

It's really odd: I preload the game and the download goes smoothly till 15% or so. I restart the computer, suddenly, its up to 30%! Well thats neat, I thought. Then it download to 40% and stuck there for a while. I restart the computer and router again because, it worked so good the first time, bam, i'm down to 33%.
I really dont get whats happening here.
67% > 54%> 47%> 39%
All in the span of about 3 minutes. Also several gigs worth of data were removed from the installation folder during this time.
