Preload Download Progress Keeps Regressing

I have been trying to download DAI since it became available yesterday.  During that time my download progress keeps regressing.  It doesn't happen at the same point every time, but it'll continually...

I too have been having this problem since Saturday. Restarting PC/Router and starting/stopping download does not work.
