I just got done chatting with another representative and they seemed pretty sure they knew what the problem was and how to fix it. They seemed to think it was something about corrupted data in my download. The fix they gave me was:
Please follow the steps in admin mode:
Hold down the Windows key and press R. (This will open the Run dialogue.)
Type cmd and press Enter. (This will open a command prompt.)
Type ipconfig /flushdns and press Enter.
Type ipconfig /registerdns and press Enter.
Type ipconfig /release and press Enter.
Type ipconfig /renew and press Enter.
Type netsh winsock reset and press Enter.
Reboot the computer.
I did all the steps and am currently trying to download the game, but my internet is pretty slow, so it's hard to know for sure if it's working or not right away. If someone with faster internet wants to try this fix and see if it works, be my guest. The person in the chat seemed pretty certain this would work, but after so many failed attempts I have my doubts.

@bookerdewitty: It does make up for the loss of data. I just tried it. Though I'm doing manual backups of the entire download folder (Dragon Age Inquisition folder within the Origin folder). I'm doing a manual back-up every 500MB or so. Just now the download reverted from 20.50 GB or so to 20.19GB. I paused the download, went to my back-ups, and merged the folders. I've tried replacing the folder with a back-up before, but Origin wouldn't have it and started at 0MB again. Merging the folders works, though. I can't say yet if this'll only bring me up to the point of the set-back again or beyond, but we'll have to see.
I've never, ever, experienced anything like this.

@Jax979: That sounds like another placebo test to me, flushing the DNS cache and reseting the net sockets is a bit of a shot in the dark - it is highly unlikely to change anything IMO.
