Preload Download Progress Keeps Regressing

So, because I'm apparently a masochist, I decided to once again try contacting support through the chat. This has got to be the most incopent group of assholes on the internet. Every single person I've talked to (all seven of them) have assured me that their solution will fix my problem. 100% guarenteed. And yet, somehow my download is still regressing. The last brilliant mind I talked to told me that the problem was a bad driver on my wireless network adapter, and to fix the problem all I needed to do was delete the bad driver and download the new one of the companies website. Jerome, that's his name by the way, assured me that this solution was guarenteed to work... Despite the fact that I have not been downloading this game over wifi, but over a wired connection. Still, I humoured him and did as he asked. It didn't work, of course, and now I'm right back where I started. Oh, also you apperently shouldn't open up Steam while downloading this game because that can also mess it up (<actual thing he told me.) If it wasn't for the fact that they've basically stolen my money, I'd find this whole thing **bleep** hilarious.
