Honestly folks, go the refund route because it can be clearly seen that no real effort is being taken towards this issue, or more likely with this being EA, they're trying to bury the problem by not mentioning and hoping this thread will die.
Wait till its dirt cheap or just pirate it, because the sheer incompetence and lack of care shows how little you mean to them sides giving your cash.
Shockingly, my download completed itself before my deadline to seek a refund. Given enough retries, it eventually will get there. Going to have to lay off Netflix for the next week and cross my fingers about bandwidth overages though...
Per the error logs, the problem remains CAS files being regularly deleted because their CRC checks fail. Typically a result you'd expect from a corrupted download. Since I have no actual download issues, it would be nice if EA perhaps made those CRC files smaller (smaller files = smaller reversals on failures = faster overall progress despite regressions).
Yes, EAs apparent refusal to acknowledge a problem or provide updates was very irritating. Even a simple call out that they were aware and working on a fix or at least had some modicum of humanity would have been welcome. Problems are always frustrating, but feeling like you're seeking help from a brick wall is far more so.
Best of luck to everyone else with this issue. Stuff I've tried here on my side:
1. Restart Origin client after every regression - appeared to retrieve some of the lost progress.
2. Run Origin as Administrator.
3. Reinstall Origin
4. I disabled Hard Drive hibernation/sleep - it's in your power management settings - just in case that was being an issue.
5. Restarted Router after any regression (just in case of bad connection).
Mostly though, I was just persistently letting it download and avoiding any other heavy internet usage while it was running.

I am trying something a little obscure to try and work around the issue... using a bare bones installation of Windows 7 on a VirtualBox VM. I am reporting progress here if you are interested.

This is now more towards downloading BF4's Last Stand, since I gave up with Dragon Age. Last Stand is just over 6GB and will start regressing at around 1.4GB for me.
