I am having the same problem for the past few days and it has literally bugged the **bleep** out of me. But for the time being I have found a temporary turn-around that should at least reduce the level of frustration that you are facing.
When downloading the game, keep a constant eye on the progress bar. The moment it drops by a certain percentage (around 5 - 10% generally), pause the download and log out of Origin. When you log in back the percentage would be down by about 1-2%. Probably more than that but it should be significantly closer to your original download percentage.
This isn't exactly a solution but it has reduced my frustration by a small percentage point. Right now at 60% and hoping to get to 100% in the next few days.
