Problem = Unable to complete Quarry Quandry quest.

I have a very similar problem. I do not remeber ever judging her but I have a map marker for her and she never, ever shows up. Tried all the usual tricks of reloading, clearing the map first and coming back etc. Nothing.

A fix would be much apreicated, I do not like having an unfinishable quest for no good reason.
