Same issue.
I freed all the villagers, took the caves, conquered the fortress and then i moved to skyhold to repair the bridge. There i saw the judgement option avaiable and i took it, but i couldn't imagine that would be for Mistress Poulin. Now i'm stuck with the quest, as well as i'm stuck with Hinterlands mosaic pieces (11 out of 12). A fix would be loveable, mostly because i made her work as a scribe in skyhold but i could never find her anywhere at all.
@erlucius90 Mosaic piece can be solved by installing the Community Patch from Nexus. Try it.
