PS4 Dragon Age Keep without PS Plus

So I have a question.

I'm going to buy a PS4 next week, together with DA:I GOTY edition, but I'm not planning on buying PS Plus just yet. But if I don't, does that mean I won't be able to import my world state into my game? Becaus if I can't I''l be forced to buy one regardless.
