One thing that might help is to fully shut down the console for about 10 seconds, then check again once it restarts.
I have the game of Xbox one and just encountered this bug in game. I performed a shut down of the game gave it 10sec then restarted it and my saved game started working properly again.
I don't think a full console restart would be necessary if the above doesn't work, but go ahead and try it.

I never was able to fix this problem. It got so annoying that I quit playing the game entirely until I decided to pick up a copy on Xbox One a couple years later. I just gave it a try on my PS4 out of curiosity, and the problem still occurs in the main game but isn't happening in the DLC.
