If that's the case, sounds like it's on Bioware's end. Please fix this! It's supposed to be a Christmas present for my wife. My wife is more than p.i.s.s.e.d. right now.
Here is my thread on the PSN boards:

Edit: just to make sure, are you guys getting the CE-34878-0 error?
- ApprovedAnonymous11 years agoDisconnecting my net connection allowed me to play the game. No dragon age keep access or multiplayer. But, it's better than nothing!

I tried to disconnect my net connection - game still won't launch.
- ApprovedAnonymous11 years agoSame here. And as I haven't played it yet (dowloaded it today), I want my Keep files. :/ So annoying.
- ApprovedAnonymous11 years agoHad same issue on PS3. Except the game itself wouldn't load. Cleared Internet cache, wiped all game data re downloaded everything. I can get to a certain fight sequence but as soon as i get to it the game freezes. I thought patches were supposed to make things better!!!!

I've been dealing with both Sony and EA on this issue. All troubleshooting I've done has not resulted in the game even launching. EA is going to try and recreate the error. I'll report any progress made. The game simply does not run/load despite my system and game being up to date.
I wiped my PS4 clean (it's only a week old) and the only thing on it is DA:I - still won't run/launch. Tried to run under a different user - no luck. Started in safe mode and rebuilt database - failed. Absolutely nothing has worked.
Now elevated to a level 2 @ EA. Am working on having the issue recreated @ EA using my login info. I told them to visit the boards as I'm not the only user with this no launch issue.Sony has offered and will be processing a refund, but I don't want the refund - I want the game I paid for. I don't want $80 sitting in my PSN wallet.
I'll see if this ever gets solved and ask them to post solutions as a sticky
