PS4 Quest "Safe Keeping" cannot reassemble the key

Theres a lever on the side of the mechanism that a mage has to energize for it to function.  Took me a while to figure it out...

I tried to energize it with a mage as well (actually my main is a Mage so it should have worked with him), also tried one of my PC character mages but it still does not let me energize the lever on the side.  There isn't even an energize icon there for me or the word engerize anywhere, like there usually is when you can energize things.
