I have the same issue in PS4 and manage to load again my save file.
First I create a new character and then after I got to the game I load the other one and it works.
Hope it works out for you guys too.

None of these solutions worked for me, however, I realized that when you uninstall the game it uninstalls the dlc as well. After I reinstalled all the dlc I ever had, I was able to play no problem.
