I have the same issue in PS4 and manage to load again my save file.
First I create a new character and then after I got to the game I load the other one and it works.

I had this same problem. I had uninstalled my DAI to free up some space on my HD. When the DLC's went on sale I got them. I reinstalled the game along w/ the DLC. When I went to load a past save that was around a year old a pop up shown saying "blah blah wait for installation to finish." After trying several things to try and get it to work like deleting and reinstalling entire game and overwriting saves from PS cloud storage, i decided to play a round of multiplayer, which I had no issues w/ at all. It started right up. After this all my saves loaded just fine. Creating a new character and playing that until the first auto save would probably accomplish the same result. This issue has nothing to do with installation time. The installation from the disc is almost instant, except for the patch update, which is around 4G. Don't have any clue as to why that pops up. The save files are not being recognized for some reason. And I'm sure that for those of you who tried technical support got no satisfactory response from either EA or Sony. Anyway, hope this helps if you're having this same issue.
