Just started to have this problem after upgrading my HDD. Tried all the things the kind people in this thread suggested and I was still getting nothing, but FINALLY I HAVE CRACKED THE CODE! I deleted the game, and as we know, the GOTY edition is just a DLC bundle with the Deluxe Edition. So I legit had to go into the store and download each DLC pack individually FIRST, let them all finish and say waiting to install, and then I downloaded the game itself. Once that finished up I followed a previous suggestion and clicked the notification for the DLC download, hit start, and went to try loading. I am FINALLY back in my game. Five whole years after this post was originally made and there’s still new solutions to be found for this problem, apparently. Hope this can help somebody else as well!!

This is how i fixed mine. Goto DAI, but don't load. Hit down and go into ps store. Goto your add ons. Highlight each one and click on the little arrow to the left of each file. It shows an installing progress bar and installs whatever addons you had. Hope this helps.
