Quest: A Superior Tower - bug

So for some reason I can't complete the quest: A Superior Tower on the PC version. Neither the northernmost quarry in the Western Approach, nor the Storm Coast quarry are showing up as completed even though I've gone there twice to make sure I've claimed those mines/quarries. Very, very frustrating... especially since there aren't that many quarries in the game and I don't believe I can finish this quest now and upgrade my tower. 50+ hours of gameplay. Partly my fault because I didn't notice those two didn't count on the quest until too late and I didn't have a save early enough.

Anyone know if this is a known bug?

With 11 quarries in the game, and I think you need only 6 to upgrade the tower and courtyard, plus maybe one or two more for misc quests/items, you should have plenty of quarries to do what you need. They are treated as any other crafting supply, such that once you use them for a project, they can't be used for the next, so you will need to claim more than just a few areas quarries to upgrade everything, but should still have plenty.
