Same thing here. I have completed all of the quests but the Lost Temple of Dirthamen won't remove itself from my world map after completing that quest. So since that quest isn't complete the diaglogue with the keeper won't initiate to release the dalish agent that wants to join the inquisition.
I have the same problem.
Also, with one of those quests (about a dead person) I have received a -2 instead +2 or so.
Maybe that's the reason why it's bugged ?? Don't know ....
It's just so stupid. The recruitment quest stays open for nothing ..........

Have you completed all of the item gathering quests?
Also there's another way to gain approval, by completing a dungeon in the Emerald Graves. Perhaps completing this and then making the pro-elf choice will help to finish the quest.I'm having the same issue as for the quest that have been completed
1. Someone to loose
2. something to prove
3. The Golden Halla
4. Well stocked Camp
5. From the Beyond
6. Dalish Perspective
The only Dalish related one for which is left in my journal is
1. The spoils of Desecration
As for the Emerald Graves Everything there has been completed.
Any help would be appreciated.

3. Golden halla. +3 favors
4. Well-stocked camp. +5 favors if all five items were dropped.
5. From the beyond. +3 favors
6. Dalish perspective. +1 favor
Total is +17 if you do the math however, you only need +15 favors to recruit Loranil and complete the quest. I believe, completing the Knight's Tomb quest grants you another +1 favor if you give the scroll to the Keeper. Significant if you killed the golden halla.
