I had this issue too, I think I reloaded/restarted the game, but that didn't work, so I left, reloaded and then went back I think.
I don't know, it was a while ago.
I'm bugged too. Is there a console command that will restart the quest? I have the PC version
In my case, I walked into the water nearby and "drowned"... then, when I went back to where the demon was, the scene triggered for me.

That... has to be one of the strangest anti-glitches in gaming history. Maybe I'll try it.
