I encountered this bug along with another while interacting with the pillars
There are two things to keep in mind
1. Do not approach the area for this quest while mounted. If you leave the Exalted Plains, return and approach the area on foot making sure to investigate the bodies the cutscene should start. If it does not you may have to load a previous save and do the same thing.
2. Make sure no weapon or armor in your party has the ability to trigger Walking Bomb. Do not use this spell on the pillars, it will crash the game.
