I too had the bug. Examined the bodies, went on my way. Eventually went to Dahlish village, walked through river, saw the beast and nothing triggered, nothing happened, Solas did nothing. The quest would not register on the map. Loaded an old save, the beginning of Exalted Plains (I had actually finished everything here). This time I walked straight south, was in the Path of Flame around Eastern Ramparts. after selecting the quest and saw the location was on the map. Before I got to the bodies, Solas thanked me, then we saw the bodies in the Enavuris area. After the 2nd body Solas exclaims NO, NO, NO, NO. As we got closer an idiot looking mage appeared and quest began.
So yes it is bugged unless you do it very soon or in the proper order. Find the bodies of the dead mages and do nothing until later it will bug out. Find bodies go to spirit. Not bugged. What a waste for me as now I have to do the Plains all over again.
Now have Hinterland mosaic bug and 20/21 regions in the plains bug. How long does it take for a patch? Does bioware give a damn? Is everyone working on another project so doesn't care? Is this what you call American customer service? Maybe followup should be sold to 3rd world country like everything else.
