Quest marker to go into secret passage for Ander's quest "Dissent" gone

I am playing Dragon Age 2 and have run into a bug I cannot find a solution or even mention for. The game is indicating that to start "Dissent" I need to enter Darktown. However, when I enter Darktown there is no quest marker at the entrance for the passage that leads to the cave where you confront Templars. I have tried loading, and also quitting the game and neither worked. The quest is still in my journal. I have not completed it. I have not started it. The quest marker has just disappeared and I cannot start the quest now. I am play on PC. Can anyone help me?
