Quest marker to go into secret passage for Ander's quest "Dissent" gone

I am playing Dragon Age 2 and have run into a bug I cannot find a solution or even mention for. The game is indicating that to start "Dissent" I need to enter Darktown. However, when I enter Darktown...

How did you fix the bug?  I am having the same issue.  I can't go into the Gallows Dungeon at all.
