try this, it has helped me on more then one issue.
close the game so that it thinks it crashed, IE minimize, then end program
go to
C:\Users\(yourname)\Documents\BioWare\Dragon Age Inquisition\Save
cut EVERYTHING from the folder then create a folder in the /bioware subfolder called old save and past everything there.
restasrt the game and click ok on the cloud sync error then restart the game again, and click continue, the saves will be reinstalled on your computer from cloud so just continue. (there seems to be an issue with saving the game the save file will be corrupt and even if you delete the latest timestamp it will filter to all local saves)
IF this doesn't work correctly go into load save and delete the latest time stamp save then close and restart, you may loose some game play time but the issue should have been corrected. my issues were (NO horse/mount and numerous quests uncompleteable) this happens to me in every 10 saves(auto included)
