No, they started to acknowledge, with the dialogue wheel appearing, but no options on that wheel.  it resolved, however, when I exited from the game and rebooted.  They spoke with me then. FYI - I had the quests done; the teen's sister finally spoke, the elf who wanted to join spoke, etc.  There was a glitch that resolved after rebooting the game.
