This is a symptom of the virus scanner blocking the game, but since you did a clean reboot, a virus scanner shouldn't be running. Can you confirm that your antivirus is disabled or has the game listed as an exception?

It is a Virus Programme issue AVAST Pro).

The only solution I have found so far is to turn off the shields - nothing else seems to let the game launch.

So next stop is AVAST forums.
