Since there are no more ideas at the moment consider downloading dazip from another source and check if this will help. Maybe somehow the files are corrupted.
I'm not sure how it's exactly on steam (I have Origin version) but maybe don't change this one from DAOroot
Thank you lowcaglow for your help. What I ended up doing was uninstalling DAOA via steam, registering my serial with origins and installing it from there instead. Then I manually addied back any missing content via DDL from BSN (in my case it was just Blood Dragon Armor). I did not even have to make a new character.
I am pleasantly surprised that Origin is getting it right when Steam is not. Although if I were more of a conspiracy theorist I might have a slightly different take on the matter.
