Try going into My Documents > Bioware > Dragon Age Inquisition > Save then open the ProfileOptions_profile file in Wordpad. Scroll down to GstInput.GamePad. There should be a 1 after it. Change it to a 0 then save. When you start the game again keyboard and mouse controls should be working again.
My PC was stuck in Camera Mode - no pointer or helping hand while playing - but it was there if you went into tactical mode. Your answer allowed me to go into my profile and look at the input modes - GstInput.ForceMouseLook 0 was set to 1. EA Technical help was going to have me uninstall everything and reinstall. Just so that everyone knows - I found a fix. I'm using reWASD to remap my controller, and when I changed the output from "Xbox 360" to "Xbox One", everything works perfectly.
