I have the same problem. I just updated the game with the first patch and when I got to the wartable i saw the quest was complete. When hovering over the quest the mouse info shows the quest as "busy" in red despite it having the exclamation mark over it.
When I click it I get that same screen. Back button is greyed out and game continues but the scroll is empty and I couldn't exit the screen in any way.
Edit:
I played a bit more. Now the red busy is gone, but the empty scroll still appears and effectively stops the game forcing me to close the process and restart the game.
