You can always manually create a hero in the Keep by clicking on 'hero' in the tapestry and selecting a preset. The Keep never really imported anything from the first two games except for basic info (portrait, name, gender, class), so you always had to recreate your world state manually. If you create a character manually in the Keep, you won't have a custom portrait and first name, but Inquisition doesn't take those into account regardless, so you're not missing out.
