Hello,
You can find the Frerelden lock on the humans in the Hinterlands, but you must have a lot of humans to kill. I have found 4 of them during my explorations, and, strangely, I found my last one on Ser Hidelbrant (the quest for Cassandra "unfinished business"), in the Gilan'nain's Grove.
