Seems like you used the FPS fix it is known that this fix is causing this when you start a new character
so to fix it you have to skip the cutscene or apply the FPs fix after you create your Character.

Um, what's the FPS fix and how do I get it?
skipping worked for now. hopefully a path will be out soon.

Yeah, that's my question!
The "FPS fix" is a command you put in the game's shortcut that removes the 30 fps cap in cutscenes.
