No I haven’t. Thanks for your reply. In my first play I was already behind Skyhold when I purchased Jaws of Hakkon and it was there right away.

Yep, as I said before, that's how it's supposed to work; Frostback Basin should not be available until you have reached Skyhold. Does that solve your issue?
