Did you buy the game DLC or did you just download it and change the authorization??
If you bought the DLC and aren't getting them, then likely you aren't logged into EA in game.
If you just downloaded the DLC and changed the authorization, then they are working as they are supposed to.
The DLC you list aren't free....you can buy them in bundle from Origin by going to Dragon Age store site and NOT choosing DA2 specific and then scroll down through all the DA product to find the DLC bundle for DA2.
