After contacting EA support for this issue, they directed me to Steam support. When I look into Steam support, they don't have a direct contact line or email; their help option menu boils down to a message stating that content for DA2 is not managed by Steam, so the game vendor would need to be contacted. Fast forward to a call with EA, and their only support advice was to "clear cache and try again." I wasn't even clear if they, for some reason, thought browser cache had something to do with this or if they were advising I clear Steam's cache (which shouldn't be relevant to a new installation anyway).

I did verify integrity of game files just to be sure, and I disabled + re-enabled the "standard key" listed as a DLC in the steam properties, also to no avail.

I mentioned to EA support that their own forums have a direct download link, but it comes only in the form of an executable which fails to perform its function on the steam installation. All I needed was the DLC files packaged in that executable, then I could install the DLC manually like I did for DA Origins. Their only recourse was to contact an escalation department, who they would not allow me to speak with directly. The agent reporting this problem clearly did not have an understanding of the issue, as the steps I was walked through for troubleshooting were steps you might use if the game was malfunctioning or declaring some error - it wasn't. The support rep kept asking what errors I was getting, or what the failure was when the game would launch. I mentioned the game has a menu to redeem codes; because it is a free DLC, can EA simply generate a new DLC code that will activate the DLC? The answer was no. Ultimately, they told me they could not help and to submit a bug report for this issue.

Fast forward again to some additional research, and it turns out some executables can be unpackaged manually. Sure enough, I opened the .exe in a file compression/decompression program and was able to access the local files. Installation was as simple as dragging the contained "da2_prc_one" folder to your installation directory: addins folder. For me, this was  "C:\Program Files (x86)\Steam\steamapps\common\Dragon Age II\addins."

So thanks for nothing, EA. Your documentation is outdated, your links forward to nonexistent web pages, and your support shoves the issue off to another vendor. Keep up the great work! Hopefully this thread isn't deleted or archived at some point, as I imagine the information it contains may help others now or in the future where your support could not.

    @MonopolyLegend;  Glad you got things working!  But blaming EA for issues with a Steam-install is pointless and your dissatisfaction might be better directed at Valve's (non-existent) support than EA's, since that was actually the source of the problem

    @ThandalNLymanIt's EA's game and malfunction. The Origins client could simply offer the DLC download like it does with literally all of the other promotional DLCs - this one specifically is bugged, and they had no recourse to support it; their client is erroneously checking information in the overlayed steam client, then falsely reporting back the erroneous findings and locking the end-user out of what would otherwise be a functional option in their client.

    On top of that, they could have provided the direct installation files which are hosted on their own site, but instead, EA packaged them into an installer which functions only under limited circumstances. To the layman outside of those circumstances, good luck, because EA had nothing to offer.

    In other words, this isn't Steam's problem to fix. EA has the tools and responsibility to do so; I believe I've clearly outlined both above.

    @MonopolyLegend; And yet, for those who don't try to use Steam for anything not originally designed to be distributed that way, this isn't a problem.  Just like EA can't tell MS how to do things for the XBox distro, or Sony for the PS, they don't control how Steam actually operates.

    Me, I use EA/Origin for EA games, Steam for Steam exclusive ones, UPlay for Ubisoft's, and GOG for most everything else.  😇

    @ThandalNLyman If they sanctioned the game's sale through steam they also need to support any integration problems that has; especially if those integration problems are on their side. Your argument would require that I repurchase the game through a different client to access the exact same content. No thank you.

    @MonopolyLegend;  No repurchase necessary, the "Product Code" you received is valid for either source

    And I fail to see why you believe it's EA's responsibility to make Steam work correctly.  EA already has a working product distribution platform, and can't make Steam do anything.  Sure, it takes coordination and cooperation between the two, but your money went to Valve, so as far as I'm concerned it would be up to Valve to get things working properly on their own platform..

    @ThandalNLymanYou don't seem to understand. They don't need to make Steam do anything. This isn't Steam's problem to correct. Steam doesn't control the Origin client, nor do they control the EA documentation on this subject. They also do not control the file-access to these promotions. EA has all of the control for these things. Fix the resources in house - not sure if you're trolling at this point or just too huge of a fanboy to see the issue here.

    I'm not happy to need to use 7zip to install official content (seriously, I thought I'd installed it for fan-made mods) but at least I have this DLC working now.

    @MonopolyLegend;  I always say, "Follow the money."

    In this case, your money went to Valve, so talk to them.  That's where the responsibility to make you a happy customer lies.  If you're not satisfied with what they delivered for your money, get a refund and go to another merchant who can deliver the goods.  (There is one, you know...) That's all I meant.

    Been using EA/Origin since release for all EA games.  Used under Win7, Win8, Win8.1, Win10, Win 10 up-through v2004.  Haven't had any issues with ANY of the DLC, (or with the dozen-to-scores of mods I've installed for those games) across either the DA-series (DAO, DA2, DA:I) or the ME-series (ME, ME2, ME3, ME:A,)

    So who's head is stuck in the sand on which beach?

    Hello, sorry I still don't fully understand the process of compressing and finding the Local file? do i have to use some software or will turning it into a compressed (zipped) file do. This question may sound stupid but I don't know what I'm doing.

    Sorry for necroing a 3 year old thread but I ran into the same issue with the EA launcher. It's fascinating how this issue persisted for over 12 years and across 3 different EA launchers, but MonopolyLegend's solution still works.

    You need a compression software (7-Zip, WinZip etc) for this to work. Here is how it works with 7-Zip:

    1. Download and install 7-Zip.
    2. Download the Black Emporium DLC from EA's link - https://help.ea.com/au/help/faq/dlc-for-classic-games/
    3. Right click the .exe file and "Open Archive" with 7-Zip.
    4. Open the "$_2_" folder. There should be an "addins" folder here.
    5. In your Steam library, right click Dragon Age II > Manage > Browse Local Files. This opens the game's install directory (something like ...steamapps\common\Dragon Age II).
    6. Drag and drop the "addins" folder from the 7-Zip window to the game's install directory.

    That's it, the DLC should now be installed.
