Yes. You probably ran into Lord Trifles Minutiae and his infamous "Quizquisition". This is a character that will ask you a question about Dragon Age lore every time you find him and if you answer enough of the questions (3 I think) correctly, he will give something to you.
This NPC sometimes spawns randomly around Skyhold but can usually be found in the unlockable treasure room in the cellar of Skyhold (you can unlock this room by gaining all 3 Inquisition perks that give you better buying/selling prices. These perks can be found in the Connections section)
