If you are talking about the Dragon Age Keep, and import data, then as long as your accounts sync and link, then it will import and access.  This has been an issue with the keep and a major issue for many to actually GET the accounts to link, but when it works you can.

If you are talking about continuing a play that you started on one platform, and has cloud saves and want to import it to a different platform...ie saving on Xbox and continuing on PS4, then it is my understanding you are out of luck.  PS and Xbox....IE Sony and Microsoft use different save formats and don't play well together.  If you could find an aftermarket MOD that allows save editing, and you could save your files to external usb stick or something, move it to a computer and the mod, edit it(open and look), save it back to PS format and then load it to the new machine MAY work.....may.......it would be your only hope, and I personally don't look around for mods for DAI, and so I don't know if one even exists to do this.  I know in Mass Effect 2(I think) there was a mod you could edit Xbox and PC plus move them between games too.
