Okay, here is how I fixed it:
1: Totally exit from the game
2: Reload before the guard opens the door
3. Seek the commander out
4. Your first response should be about the ring
5. The commander should let you give her the ring and dialogue. You should see the game saving and register the quest as complete.
6. After you save or quick save the ring requst. Now ask what's going on-New quest!
