Requisition Quest Restart Bug

Yes, I've turned in this quest twice, and no reward, quest starts again. I just reloaded a save from right before I handed it in so that when (if) they fix this, I can just hand them in and I can finally get on with my life (Uncle Iroh).
But this has convinced me that I should accept ANY requisition quests anymore. Usually I do two or three before I stop picking them up, but first I get stuck on Ferelden Locks, then when I get to Exalted Plains, I figure I can do just one. BAM! Run into this bug. Can't clear it out of my quest log.
No patch for this or many of the non completeable quests in this game! I cant help thinking that if this were any other company but EA these single player items would be fixed. But no they have just patched the multiplayer stuff to make more money. For two months completionists have been playing a broken game. Hey look players we put mosaics in here you can collect. No not all the pieces. There are seeds you can collect for your garden but not all of them. Explore regions but some are locked off or bugged out. And hey those requisition quests that we insist are not a waste of time well looks like they are. How were these things not discovered in testing?
